This news is very late, but Porygon-Z and Cresselia have indeed been banned from RU and placed into the BL2 tier alongside ex-RU Powerhouses Yanmega and Venomoth. This is met with great personal relief, as I despised Cress in RU and was sad to see it drop back down after a short stint in UU. Porygon-Z was a little different. I love it as an offensive threat, and still enjoy using a Choice Specs Download set; only now I'll have to use it in the Underused tier.
Thoughts on these changes are very welcome!
